The TV news here just had an interview with one of the UN inspectors in Iraq. He said that:
1) They have never found evidence of nuclear weapons development.
2) Iraq will be off the hook when they provide evidence of the cessation of their nuclear weapons development prorgamme.
Now, for the logic-challenged, I'll walk through this slower. There is no evidence of Iraq ever developing nuclear weapons. The UN/US is considering them guilty until proven innocent. Like Whatsuyall and Isnspector, the US/UN have a problem with the idea of proving a negative. To satisfy the UN/US demands of proof of the cessation of nuclear weapons development, Iraq must now start developing nuclear weapons, then stop, and record it all, and present the records to the inspectors.
In other words, if Iraq has never developed any nuclear weapons technology at all (meaning if they are completely innocent), the UN/US inspectors must declare them guilty of developing nuclear weapons, because there will be no evidence of Iraq ceasing its nuclear weapons development programme.
