It is about a guy smoking a pipe through his eye and exhaleing the smoke through his mouth

Unlike most people's ducts that run from their eyes to the mouth and nose, his ducts are defected and can have fluids travel in either direction. On Ripley's Believe it or Not they had a guy with the same "defect" that could spray milk out of his eyes.
