This person has 2 extra ribs, called cervical ribs. Which ones are they???

I would guess the top two that look a little smaller. They would attach to the cervical vertebrae, which are at the top of the spine.

Is it a genetic quirk, or is it something we may have all had at one time?

Probably more of a quirk with how the fetus developed and how the particular gene(s) responsible for growing ribs was expressed. Perhaps similar to the people with polydactyly in that other thread you started.
