Do you mean a homogenized mixture, or heterogeneous atomized liquid/gas mixture? The question should be what kind of engine and work do you intend to use and how do you intend to store the hybrid fuels.
normal engine. store in different containers tell the time of fire. I did find my answer. f-ing chemistry why do there have to be laws? so what i found is yes. but the gain is maybe 2% (not for sure) with Electrolysis separating water. people making the gain of 10-70% improvements of fuel MPG are so full of crap. there is way to many things that could change that like while I was under my car setting up my electrolysis for separating water for HH &O i put a new air filter on. sorry kind of all over the place with this. thanks for the replys
Sure diesel engine work with mixture of natural gas and diesel fuel have been done: http://www.greencarcongress.com/2005/01/diesel_rarr_nat.html
