Who knows. But he can say whatever he wants, and issue whatever commands he wants (he is commander and chief). I'm pretty sure you can't use nukes without congress' majority vote though....

I'd rather lobotomize him than kill him. I'd also like Trent Lott to be gangraped by Iraqis. I think I'm going to start a thread about this, maybe we can pass a resolution or something.
