Bandwidth control?

    I have cable internet at the moment, but the problem is I only get 3 gig of data downloads per month. The thing is, it gets used up pretty quickly and Im stuck with a "capped" slower connection for half the month.

    What Im looking for is a program that specifies how much data a user (in Win XP) can download per day (or whatever), and then if they go over that amount, the have no more access to the Internet for the specified period of time. This way I can control things far more easily.

    Is there such a program or one which is similar? Or alternatively is it possible to adjust settings in XP to allow this? Thanks heaps.

    So is this a public internet access place? Interesting problem. I think most of them just charge by the hour, never heard of one charing for bandwidth.
