Have you noticed that some are disproportionably large compared to others?

the larger ones POSSIBLY have lower resolution, and so can be bigger.

Yeah, so they uploaded their avatars way before the 40x40 limit was imposed. So they still have theirs on.

Make the pic smaller in photoshop. I got lazy and did mine in paint.

photoshop? is that a program i should have or is it a feature of the forum?
Photoshop is a S/W by Adobe.You could check it out at CNET.com.However,you"ll find that the size is big for download(Not if you happen to have a Broadband conn.),so you could check out some small downloads,ACDSEE is another S/W which is small and works very well.There are other small Shrinkers for this purpose,you can Google for good and appropriate results.
