Athlon XP Heat problems

    My dads computer is a real piece of shit sometimes.When me and my friends installed XP Pro Corp on it we had to start over 3 different times because of IRQ problems.Now after we removed and replaced the CMOS battery(BIOS password)we think we fixed the IRQ problems but i noticed his Athlon XP (1.2ghz) was running at 163F*. The CPU fan RPM was zilch but the mobo(78F) and mobo fan(3070-3090RPM) were fine.Is it normal for that proc to run that hot while ding nothing but running the BIOS????

    I use a whopper sandwitch fan. My friends think it's an overkill but I am glad I don't have any problem with it.

    No it's not normal, does zilch mean it wasn't working (cpu fan)? Might be broke and time for a new cooler
