America: My daughter "doesn't exist"

    So those of you who like the shiny pro-America talk about all the nice things we can do ... okay, look: Yes, this is a great place, but that doesn't mean we actually have a clue.

    So ... my daughter officially doesn't exist.

    Start back in April: as we prepared for tax-day, we finally were able to shake an answer out of SSA, no your child doesn't have a Social Security Number because we have no record of your child.

    Add to that: Paternity issues resulting from a strange Washington law that makes my biological offspring not my child.

    Affected by both of these is the birth certificate. For the SSA, a real SSN can be issued only after there is proof that she exists. They can assign a temporary TIN if needed, but that also requires proof that she exists.

    Last month we finally got hold of the people we needed to find (in other states) and got some paperwork signed off that should satisfy the state insofar as they might eventually believe that my daughter is my daughter.

    Except the state now tells us that they have no record of her existence.

    Group Health Cooperative now finds themselves in the spotlight. Even after speaking with me on the phone to confirm her birth date, GHC personnel failed to file the paperwork that they told us we didn't need to worry about because it was their job.

    That's right, people, this is what American profit buys you. My daughter approaches her first birthday and, because of our wonderful and glorious "American system", she doesn't exist according to the US government or the State of Washington.

    All because a social worker named Joni Hardcastle apparently has botched the paperwork. We're trying to track down this woman now.

    And you know, it is better than they have in Afghanistan, but people need to remember what "better" constitutes.

    My daughter doesn't exist. Gendanken, for instance, could carry out her plan to murder my child, and she could get away with it because that child doesn't exist.

    Special thanks to Group Health Cooperative, and the State of Washington. The folks at SSA have enough to worry about; they can deal with this when we can finally prove to them that my child exists.

    There's a hungry bird waiting by the flue, it wants to know who to sue.

    And we'll test Tiassa's radical perspective soon. Unless GHC can prove definitively that Tigger and I have screwed up somewhere--and we would have hoped to hear from them before now--either GHC or the State of Washington will face my wrath; I intend to have the individual responsible hauled in on federal civil rights charges for denying my daughter her place in American society and for screwing up our tax return.

    We'll see. In a few minutes it will be my turn to get on the phone.

    Sue the hell out of those idiots!
    I remember spending more than hour dealing with this moron at SSA that refused to cancel certain checks that got lost in the mail. She said she couldn't do it, and her reason was that SSA can't go to all the banks, and tell them not to accept the lost checks. What a F-ING IDIOT! I'm trying to tell her that the Department of Treasury can put a stop on them so that they can't be cashed. She tells me I can't comprehend what she's saying because I'm mentally disabled. Then she hangs up on me. I called back, and spoke to somebody else that was finally able to help me. MORONS it tell you!

    Depends. But there are ways. Especially if there's no body. Because right now I can't prove to you that she was ever born.

    According to one of GHC's customer service representatives, this happens a lot, and it's the parents' fault.

    So ... let me get this straight. GHC sent a social worker by the hospital room to deliver a stack of paperwork, including a number of pages related to the birth certificate and Social Security. GHC explains that we give this and that page back to them, and they file it with the state, a birth certificate goes on file, and if we ever want a printed copy of that certificate, we take this other form here (in triplicate) and send to ... well, I'd have to find that piece of paper now. At any rate, GHC fails to file this paperwork, hence we are unable to obtain a birth certificate in order to obtain tax identification in order to file taxes (don't ask). And now GHC tells us it's our fault that they did not file paperwork as their social worker advised that they would?

    You know what's our goddamn fault as parents? Picking GHC as a healthcare provider.

    No, folks, they probably won't kill your kids. They'll just have a hard time with the idea that the children exist. And unlike Otheadp's note, GHC's problem with existence isn't metaphysical.

    The only paper proof we have that she exists, so to speak, is a photocopy of the documet GHC failed to file; unfortunately, our copy, not being original, is not binding and cannot be used.

    Even scarier? I'm going to sue the State of Washington. You'll get a kick out of this one:

    - So they returned the Affidavit of Paternity with this odd form letter describing their reasons. Nothing on that page applied to the Affidavit. Oh, one thing did: they cannot alter a birth certificate without a court order. (1) There is no birth certificate. At least, not according to the guy from that office that Tigger spoke with. (2) Without a court order? What about those words on the form that say, "This form is a legal document in lieu of a court order"?

    Hello? Is there anybody in here? I can see for miles and miles and miles and miles and . . . .

    And try dealing with all this with a partner who will yell at you constantly but the one thing she won't do is tell you what is wrong.

    But you and your partner did screw up- the result is your daughter. i mean that as a joke. I'd bet tempted to go along to the requisite offcies and say, "heres the non existent baby" and see what they say. After all, they can only prove she doesnt exist in paperwork, not as an actual physical entity, with the genetics of both parents and an age abotu what you say.

    Wait, so when your daughter grows up she won't have to pay taxes? And, if you get divorced, you will not have to pay child support? There has to be a bright side...

    Otherwise, I feel bad for you.

    Child support is out of a court order, not out of love.

    That doesnt mean that fathers wouldnt continue to support their kids if they didn't have to. My own pays child support for his kids, not because the court told him to.

    Um, Im just trying to explore the various legal possibilities. Im not saying that Tiassa will actually get a divorce or anything of the sort...

    Now what is better - USA which does not care enough or Czech rep. which cares too much?

    Me and my "wife" are not married. But we live together for almost 10 years by now and we are doing quite well financially (so we are not on welfare or family support program of any sort). We have three kids by now. Within a week after each of our children was born my wife received a letter from court which commanded her to appear before the court “in order to settle down the matters of newborn child” – there was always a fixed date and time for the “meeting” and no telephone contact. Quite understandably, my wife always failed to show up, because she has other things to do (like nursing etc.). Immediately another letter arrived, this time with a threat “that she can be escorted to the court by police”. I need not to mention that something like that never happens to married couples, so I believe that this is discriminating policy against un-married mothers.
